ProSphere Tek Program Manager in Charleston, South Carolina


ProSphere is seeking a Program Manager with experience managing federal government projects. He/she will direct a large team of experts in the performance of Cyber Security initiatives in the Defense Health Agency. The contractor shall work closely with the government project manager supporting the needs of the program at the sponsor level. Support to be provided shall include the following: coordinating meetings, preparing budget drills, developing agenda items, attending high-level meetings, generating minutes, and tracking action items. Program support may require significant coordination and interface with various DoD and non-DoD activities located in and out of CONUS. This is a full-time position located in Charleston, SC.   • Provide overall leadership to teams performing cyber security activities

  • Develop and deliver required program management reports for COR

  • Develop and provide Program Acquisition documents to contracting team

  • Review Plan of Action and Milestones (POAMS) related to RBDs prior to delivery to the Information Security Office (ISO) by Cyber Security Engineers

  • Align and manage Work Breakdown Structure (WBS) for task and activity assignment to team members

  • Provide review and certification of billing to customer based on Accounting Classification Reference Number (ACRN) and alignment by CLIN/SLIN

  • Provide a monthly report of total labor hours, leave and travel and other ODCs to COR

  • Validate that fully Burdened Rates, Costs for ODCs (Travel, Materials, etc.), Funds Forecast (i.e. Spend Plans) are accurate and reflect appropriate program margins for ProSphere leadership

  • Complete a monthly Program Management Review (PMR) quad-chart for PST management review


  • Bachelor’s degree in Engineering, Physics, Physical Sciences, Information Security, Mathematics, Management Information Systems, Business or Health Sciences Related Field

  • Fifteen (15) years of technical experience in support of Cybersecurity or computer network defense programs to include: Equipment Support, System Support, and Programmatic Support

  • Eight (8) years Program Management Experience, to include: Technology Assessments, Systems Design, Systems Analysis, Programmatic Support, Acquisition Planning, and Budget Planning

  • Five (5) years as manager of Cybersecurity or computer network defense projects

  • Knowledge of Federal Acquisition Regulation (FAR) and DoD procurement policies and procedures

  • PMP Certification preferred

  • Experience may be concurrent

  • Must currently have an active Secret level security clearance adjudicated by DoD and listed in JPAS.

  • Ability to work overtime required on occasion

  • Travel may be required

  • Remote and on-call responsibilities may be required

  • Ability to sit at a workstation for long periods of time
